Moral responsibility does not require free will.

Premise 1
A person has moral responsibility for some past action of moral significance if they were free to act as they did solely in the sense of being free from both coercion and compulsion.
Premise 2
If a person does not possess free will, then they can still be free in the sense of being free from both coercion and compulsion.
Conclusion
Moral responsibility does not require free will.
